We take responsibility for verifying through to the end that the protections decided at design are maintained in both implementation and operation. This approach is intended to avoid the gaps that tend to arise at handoffs between those in charge.
Because risk cannot be reduced to nothing, we define the scope of protection and the means of providing it at the outset.
